Southern Philippines College (SPC) will issue an announcement for the application period. Application starts before or during the 1 st semester of every academic year.
Tertiary Education Subsidy (TES)
is a grant-in-aid program of the government that supports the cost of tertiary education of Filipino students who enroll in their
first undergraduate-post-secondary program in state universities and colleges (SUCs), local universities and colleges (LUCs),
private higher education institutions (HEIs) and technical-vocational institutions (TVIs).
Subject to prioritization and availability of funds.
Benefits:
P10,000 per semester or P20,000 per academic year
Additional Subsidy for Qualified Grantees:
TES 3B (for TES graduates in programs with Licensure/Board Examination*)
P8,000 one-time reimbursement
Bachelor of Science in Criminology; Bachelor of Elementary Education; Bachelor of Secondary Education Major in English
Who can apply for the TES program?
In order to be eligible for the TES benefits, a student:
- Must be a Filipino citizen;
- Must be enrolled in and qualified under the existing admission and retention requirements of SUCs, CHED-recognized LUCs, and private HEIs that are in the UniFAST Registry;
- Must be enrolled in their first undergraduate post-secondary program;
- Not overstaying in the program (4 or 5 years + 1 year grace period).
How to apply for the TES program?
1. The student coordinates with the HEI’s TES Focal Person on the process of application in the TES Portal (upon
announcement/call for application)
2. The information of the student is submitted in the TES Portal by the TES Focal Person
3. UniFAST conducts a Nationwide Assessment that includes name matching verification, validation and ranking
4. The result is posted in the TES Portal of the HEI
5. The HEI informs qualified students to submit documentary requirements
6. The students submit documentary requirements
7. The HEI submits the certified documentary requirements to the CHED Regional Office for validation and verification
8. The UniFAST Board approves Masterlist of Qualified TES grantees
9. HEI receives TES fund for distribution to beneficiaries
Tulong Dunong Program (TDP)
is a subsidy to support at least the partial cost of tertiary education, inclusive of education-related expenses of the Filipino students enrolled in SUCs, CHED-Recognized LUCs, and Private Higher Education Institutions.
Benefits:
P7,500 per semester or P15,000 per academic year
Who can apply for the Tulong Dunong Program?
- Filipino student with less than P400,000.00 combined household gross income (parents/guardians);
- Undergraduate students enrolled in SUCs, LUCs, and Private HEIs and programs in the CHED Registry;
- Not overstaying in the program (4 or 5 years + 1 year grace period).
How to apply for the TES program?
CHED will issue an announcement for the application period.
City Scholarship
is a tertiary education scholarship grant offered to deserving and qualified students of Cagayan de Oro regardless of culture,
status, race or political color and gives priority to those who are in the margins.
Benefits:
- Full tuition, miscellaneous, and other tuition-related fees per academic year
- Monthly stipend
- Holistic formation
Who can apply for the City Scholarship program?
A. GENERAL QUALIFICATIONS
1. Applicant must be a Filipino citizen;
2. Applicant is a permanent resident of Cagayan de Oro City;
3. Applicant must be pursuing an undergraduate degree on a full-time basis;
4. Applicant must be a graduate of Senior High School;
5. Applicant must be incoming first year college student by start of SY 2022-2023;
6. Applicant must NOT have been enrolled in College;
7. Must not exceed gross total family income to 300,000 annually;
8. Applicant must not have a sibling or family member that is currently a city scholar.

How to apply for the City Scholarship program?
The City Scholarships Office will issue an announcement for the application period. Application usually starts in January or
February of every school year.
Benito-Raymunda Garcia Scholarship Program
Bachelor of Science in Criminology
Benefits:
- Full tuition and miscellaneous fees
- Free school and PE uniforms
Who can apply for the program? - Must be a Filipino citizen;
- Must be a graduating senior high school and/or a candidate for graduation;
- The family gross income must not exceed four hundred thousand pesos (P400,000.00);
- Must avail of only one (1) scholarship or financial assistance program;
- Must not be a graduate of any degree program.
What are the academic requirements of the program? - Original SHS report card;
- If graduating, duly certified true copy of photocopy of grades in Grade 11 and 1 st Semester of Grade 12
- Must be in the Top 10 percentile of his/her graduating class (of at least 50 students), as certified by the school principal

Senior High Grants
a program of financial assistance wherein subsidies in the form of vouchers are provided to qualified SHS learners in VP-
participating Senior High Schools.
Automatic Qualified Learners
- Only Grade 10 completers who fall under the categories below automatically qualify for vouchers and are considered qualified
voucher recipients (QVRs). They do not need to apply for vouchers. - Grade 10 completers in SY 2022-2023 from Public Schools.
- Grade 10 completers in SY 2022-2023 who are ESC Grantees.
Who are eligible to apply?
- Only learners in the categories below need to apply for vouchers and shall be referred to as voucher applicants (VAs).
Acceptance of VAs shall be determined using set parameters subject to the availability of funds. - All Grade 10 completers from Private schools who are not ESC grantees.
- All Grade 10 completers prior to the current school year but not earlier than 2016 and had not previously enrolled for
Grade 11. - Learners who had passed the ALS A&E Test for Grade 10 not earlier than 2018 and had not previously enrolled for Grade
11, or ALS learners who passed the Portfolio for Grade 10. - Learners who passed the PEPT for Grade 10 not earlier than 2016 and had not previously enrolled for Grade 11, or learners
who will take the PEPT for Grade 10 in the upcoming SY.
The following learners are not eligible for SHS Voucher Program:
- Learners who graduated High School in 2015 or earlier
- Incoming Grade 12 learners who were not part of SHS VP in Grade 11
- Non-Filipino learners
